Where the parish is the owner of a cemetery or crematorium under the Funeral, Burial and Cremation Services Act, 2002, S.O. 2002, c.33, the churchwardens may appoint trustees who are responsible to them for the operation of the cemetery, columbarium or crematorium. The trustees prepare and submit an annual report to the churchwardens, who then present the report to the vestry.

Cemetery Assistance Program

As of December 2019, the Diocese is introducing a new program to help all parishes operating cemeteries. The Cemetery Assistance Program provides a resource for parish cemeterians and support as needed.

The program’s goals include:

  • gathering accurate information to comply with the BAO (Bereavement Authority of Ontario)
  • helping parishes complete NEW annual licensure reporting forms for care and maintenance trust funds or accounts, required by the BAO
  • creating a diocesan resource to help with issues and concerns that may arise
  • providing a forum for operators of cemetery services
  • establishing a database for historical records
  • acting as a liaison resource with the BAO

Our team of professionals administering the program include:

  • Lilian Qian – Director of Finance
  • Kevin Palin – Cemetery Liaison Officer for the Diocese and principal advocate for the program. Kevin brings more than 40 years’ experience in the death care profession. He’s the former general manager of St. James Cemetery and Crematorium in Toronto and an active member of the Ontario Association of Cemetery and Funeral Professionals.

Here’s what you can expect to see from us over the next few months:

  • In December, we sent a contact information form to your churchwardens’ diocesan email address for your cemetery board/person to fill out. This will make sure we have accurate information and know the best methods to communicate with you. Please return this form if you haven’t already. If you’re the person responsible for the administration of the cemetery and you don’t have access to your churchwardens’ diocesan email account, ask one of the wardens to forward this information to you.
  • We’ll reach out to your parish again in January with another, more detailed form for specifics about your cemetery, along with the new BAO reporting form.

Our goal is to help you complete these forms before the March 2020 deadline, to comply with the BAO. We’re here to give guidance and assistance to any cemetery-related concerns.
